Constitution and composition of the Juvenile Court

The Juvenile Court consists of a permanent magistrate appointed by the Chief Justice.

The court possesses all the powers of a permanent magistrate. It sits specifically to hear charges against juveniles.

Subject to the specialised provisions of the Juvenile Offenders Ordinance (Cap. 226), the Magistrates Ordinance (Cap. 227) applies to its proceedings just as it does to proceedings before an adult magistrate.

At present, Juvenile Courts are not separate buildings but are situated within five of the seven Magistrates’ Courts. These locations are:

  • Eastern Magistrates’ Courts
  • Kowloon City Magistrates’ Courts
  • West Kowloon Magistrates’ Courts
  • Fanling Magistrates’ Courts
  • Tuen Mun Magistrates’ Courts
