Care Card Scheme

The Care Card Scheme is a voluntary initiative launched by the Hong Kong Police Force in November 2016 where mentally incapacitated persons (MIPs) can carry a card with their medical needs and emergency contacts, which can be helpful in emergencies like getting lost or injured. 

 

Purpose 

The Care Card enables MIPs to carry essential information that law enforcement officers and other emergency responders can access to quickly identify them, understand their specific needs, and provide appropriate assistance during emergencies, including: 

 

  • Medical needs 
  • Communication needs 
  • Emergency contact information 

 

When to Use 

The Care Card is particularly valuable in situations where an MIP might not be able to advocate for themselves, such as: 

 

  • Getting lost 
  • Being injured accidentally 
  • Being victimized in a crime 
  • Encountering law enforcement officers 

 

Key Features 

  1. Carrying a Care Card is entirely voluntary. 
  2. The Hong Kong Police Force does not keep or store the information contained in the Care Card. 
  3. The Care Card provides law enforcement officers with immediate access to critical information, enabling them to quickly inform guardians or relatives and provide appropriate support. 

 

How to Obtain a Care Card 

Care Cards are available free of charge on request at police stations, integrated family services centers, medical social services units at public hospitals, special schools and residential care homes for MIPs, relevant NGOs and MIP Parents’ Groups. 

 

Instructions 
Fill in the card with the necessary personal, medical, and emergency contact details, and ensure the MIP keeps it with them at all times.
