Making or possessing equipment for making a false instrument

Possession of equipment for making a false instrument under section 76 of the Crimes Ordinance (Cap. 200) makes it an offence to make or keep machines, tools, paper, or other materials that are specially designed for producing false instruments. If someone knowingly has such equipment with the intention that they or someone else will use it to create false instruments to deceive others into accepting them as genuine, and thereby cause prejudice, the maximum penalty is 14 years’ imprisonment.

Even without proof of intent to use the equipment, simply possessing or making such specialised equipment without lawful authority or excuse is still an offence, punishable by up to 3 years’ imprisonment.
