C. Street gambling 

Under section 13(2) of the Gambling Ordinance (Cap. 148), a person who gambles unlawfully in any place whatsoever (not being a gambling establishment) or in any street commits an offence. He is liable to a fine of $10,000 and imprisonment for 3 months on a first conviction, a fine of $25,000 and imprisonment for 6 months on second conviction, and a fine of $50,000 and imprisonment for 9 months on third and subsequent conviction. 

Under section 13(1) of the Gambling Ordinance, it is also an offence for a person to operate, manage or control unlawful gambling in any place whatsoever (not being a gambling establishment) or in any street. This may cover a person who sets up the gambling activity, collects bets, controls the game, provides equipment, or otherwise runs the gambling operation. The defendant is liable on conviction to a fine of $50,000 and imprisonment for 2 years. 

If a police officer reasonably suspects any of the above offences is occurring, he has the authority to seize and detain gambling equipment, as well as any money or property suspected of being used in connection with the offence.
