A. Riding, driving and animals on footpaths or roads

Under the Summary Offences Ordinance (Cap. 228), a person commits an offence if, without lawful authority or excuse, he:  

• rides or drives on a footpath without obvious necessity (section 4(8)); 
• rides or drives recklessly or negligently, or at a speed or in a manner dangerous to the public, in any public place (section 4(8)); 
• fails to keep to the customary side of the road when passing or meeting another ridden or driven animal or vehicle (section 4(8)); 
• leads any horse or other large animal, or draws or propels any vehicle, truck or barrow on a footpath (section 4(9)); 
• fastens any horse or large animal so that it can stand across or upon a footpath (section 4(9)); or 
• allows any horse or cattle to wander upon or into any public place (section 4(9)). 

The penalty is a fine of $2,000 and imprisonment for 3 months.
