F. Leaving waste containers

Section 20 of the Public Cleansing and Prevention of Nuisances Regulation (Cap. 132BK) provides that no person may, without reasonable excuse, permit a dustbin or receptacle containing waste of any kind to remain in a street or public place for more than 10 minutes while awaiting the arrival of a public waste collection vehicle or any other waste collection vehicle.  

A contravention of section 20 is an offence punishable by a fine of $5,000 on a first conviction and a fine of $10,000 on a second or subsequent conviction. If the offence continues after conviction, the court may impose a further daily fine of $300 for each day during which the offence continues. 

This prohibition applies regardless of whether the vehicle is a public waste collection vehicle (operated by the Director of Food and Environmental Hygiene or a contractor) or any other waste collection vehicle.
